Twitter has declared that verified accounts of government officials or their representatives and those running for public office with more than 100,000 followers will have notices hiding tweets that violate its community guidelines – for the people
They also announced that tweets that reflect direct threats of violence or looks to commit violence toward others will be deemed “not in the public interest” and blocked. Twitter’s largest challenge is going to be balancing free expression, cultivating accountability, and reducing the potential harm that these tweets can cause.

Yes, this is used for those with visual impairments but is this information being used to target ads and gather data. Probably not a good look for Zuckerberg.
